Programming needs only the phone and the programmer. The internet is used only if you choose to send an error report.

Connect
Plug the CH341A into your phone with a USB OTG adapter and allow USB access.
Detect
Put the chip in the socket or clip and tap Detect. The app identifies it and checks that it is ready.
Choose a file
Pick the firmware file for this exact chip. The app checks that it fits.
Program
Start. The app reads, erases, writes and verifies, and tells you plainly when it is done.
What you need
Android phone
Android 8.0 or newer with USB host (OTG) support, and an OTG adapter or cable.
CH341A programmer
A CH341A USB programmer board, with a SOIC clip or socket adapter for your chip.
1.8 V adapter
Required for 1.8 V chips. The app blocks writing to them until you confirm the adapter is fitted.
Safety: writing the wrong file or interrupting a write can leave a device unable to start. Keep a backup of the original chip and use CH341A Mobile only on equipment you own or are allowed to service.
